          construction of the Knik Arm bridge and appurtenant                                                                   
          facilities; relating to toll bridge revenue bonds;                                                                    
          establishing the Knik Arm construction fund, the toll                                                                 
          bridge revenue fund, the toll bridge revenue bond                                                                     
          redemption fund, and the toll bridge revenue bond                                                                     
          reserve fund; relating to powers and duties of the                                                                    
          state bond committee; and providing for an effective
